Protect your property—and your liability—by understanding the rules that govern private security in California.
When hiring a security company to protect your property, it’s not just about getting someone in uniform. In California, strict state regulations apply to who can provide security, how they’re trained, and what your responsibilities are as a client. As a property manager, understanding these laws helps protect you from liability and ensures your property is secured by professionals—not placeholders.
At All Nation Security Services, we take pride in full legal compliance and transparency. Here’s what every property manager should know:
In California, all security guards—whether armed or unarmed—must be licensed by the Bureau of Security and Investigative Services (BSIS).
This means:
Why it matters to you: Hiring unlicensed guards puts your property and tenants at risk—and can lead to legal consequences if something goes wrong.
Not only do the guards need to be licensed—the company providing them must also have a valid Private Patrol Operator (PPO) license issued by BSIS.
Pro Tip: Always ask your vendor to provide their PPO license number and verify it on the BSIS website.
According to California labor law, if a security guard reports to a worksite, even for a short meeting or Q&A, they must be paid for a minimum of four hours.
Why it matters: If you ask guards to attend a 30-minute orientation or tour, the company is still required to pay them four hours. A reputable vendor will explain this up front to avoid surprises on your invoice.
If your site requires armed guards, they must hold a valid firearms permit and complete live-fire range training every year. They must also carry their exposed firearm permit at all times while on duty.
Important: Not every licensed guard is certified to carry a weapon—make sure you’re getting the right personnel.
If your security provider hires unlicensed guards or fails to comply with BSIS or labor regulations, you could be partially liable in the event of an incident or claim.
Hiring a compliant, insured security vendor is not just smart—it’s a legal safeguard.
